She blends financial and operational expertise with a unique ability to communicaate complex concepts and build consensus to achieve targeted objectives.
Susan Buse has been providing financial management, policy and communication advice to existing toll facility owners and those planning toll facilities as well as research, reviews and recommendations on multiple funding sources for state DOTs. Ms. Buse has assisted several clients in evaluations of project feasibility, all-electronic toll collection (AET)conversion, funding and financing alternatives and policy development.
As CFO of the North Texas Tollway Authority, Ms. Buse directed multiple feasibility studies of potential new roadways by coordinating engineers, bankers, and lawyers to develop scenarios and finance plans; balancing projected cash flow, debt service coverage, future flexibility and debt capacity to solve transportation funding challenges. She led a team to develop the successful public sector proposal to finance, construct, and collect tolls on a state road in a politically controversial public/private transportation policy debate. She completed issuance of more than $7 billion in debt, for both refunding and new construction, using a complex mix of public finance instruments and loans.
